Before we hop on to the solution, it’s important to make the correct diagnosis of this problem. 

Possible Reasons Why the Exchange Server is Unavailable

You may encounter the alert pop-up ‘The connection to the Microsoft Exchange Server is unavailable’ on any Outlook version and any Exchange Server. Although anecdotal self-reported claims are more common for older versions, a simple reason for that could be that those versions have been out for longer and have thus encountered the issue more frequently over time.

Other than that, the problem can stem from a variety of factors, such as:

Network Issues

  • Outlook can have problems connecting with the server-side machine due to a poor, slow, or unstable internet connection.
  • Faults within the DNS configuration could cause an unavailable Exchange Server, or an outdated DNS cache may also cause one.
  • Your security settings, such as the Firewall or antivirus software, may perceive an incoming Exchange Server as a threat and thus stop the connection from happening.

Server Problems

Client-Side Problems:

  • Misconfigured Outlook profiles.
  • Corrupt OST (Offline Storage Table) files (OST files can go out of sync).
  • Disabled RPC encryption in Outlook settings.
  • Faulty add-ons in Outlook.
  • Faults within the Registry Settings.

Primary Fixes for an Exchange Server that is Not Available

Option 1. Switch off the Wifi and turn it back on, or unplug the LAN cable and attach it again if you use a wired setup. Sometimes, a simple resetting is all you need to fix Exchange Server unavailability.

Option 2. Stop/Start Exchange Server service

Press the Windows + R keys together.

Type services.msc in the search box and press Enter.

In the Services module, you can right-click and Restart (or Stop/start for a greater delay) the following components 

  • MSExchangeIS
  • Transport
  • RPC
  • Frontend

But should avoid restarting:

  • ADTopology: It breaks many services.
  • HM/Recovery: Disables auto-fix.

Option 3. Use Microsoft’s Microsoft Remote Connectivity Analyzer to see if you can connect with the Exchange platform or not.

Flush out and Reset Cache Files

Use the Windows search bar to find the command line and open it with admin privileges, then type 

ipconfig /flushdns 

Then, press Enter. Launch Outlook to see if you can connect or not.

Outlook Profile Reconstruction

In Control Panel > Mail, update your profile’s Exchange account settings, specifically the encryption settings.

Or you can delete the old profile and make a new one.

In Control Panel > Mail, create a new Outlook profile and set it as the default.

When the Exchange Server Goes into an Unavailable State: Toggle Registry Settings

There are chances that during a system change/update, some problem gets introduced within the Exchange Server registry settings. 

Disclaimer Registry Settings are highly sensitive, and any incorrect change may adversely affect the workstation you are using. 

Instead of solving one issue, you may end up with two more, increasing the complexity of the problem. So only alter it if you are 100% certain that no other issue is responsible for the unavailable Exchange Server

To check (and if faulty, fix it,) follow these steps:

  • Step 1. Press Win+R, type regedit, OK.
  • Step 2. Click Yes.
  • Step 3. Then, go to HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\RPC.
  • Step 4. Edit > New > DWORD.
  • Step 5. Type DefConnectOpts, Enter.
  • Step 6. Then, right-click DefConnectOpts > Modify.
  • Step 7. Finally, set Value data to 0, OK.
